Your instructor is using Panopto, the Lecture Capture system that can record and publish lectures and classroom video for you to view outside of class. You can view these videos from your Blackboard course or though the Panopto App available for Apple and Android operating systems.
Depending on the instructor and how they choose to display Panopto; you may have an option in the left-hand menu, or the instructor may have linked individual videos throughout the Blackboard course. A Panopto video will have the green Panopto symbol beside the title of the video. 
Using Panopto will allow you to view your instructor’s videos at a later time, jump to a specific time/PowerPoint Slide throughout the video, take time stamped notes throughout the video and have the ability to come back to the video.
